It is a hugely complex issue and everyone must bear some responsibility.

It seems to be the case that people who actually have aspirations, professional and material, delay having children or don't have them at all because Britain has become such an expensive place to live. Therefore the underclass (yes I know that sounds so snobby) are left to populate the country.

The social ratios are then altered so these kids fill up the schools and the teachers are so worn out trying to control them, education suffers for the others.

I worked as a supply teacher in British middle and secondary schools and it was indeed an eye-opener. I saw some terrible schools but also schools in economically deprived areas that had really turned around (one of my favourite schools was in the poorest neighbourhood but the kids on the whole were nice).

Having lived now in more collective cultures I can see that Britons are selfish on the whole (including myself). It is a society where people have been encouraged to put their own happiness first at the expense of their kids.

New Zealand ranked bottom (or 2nd to bottom) of that list. We make the top 3 of best places in the world to live but don't bother bringing up your kids here. How could child welfare be better in the US or UK than New Zealand? It's a pretty horrific piece of statistics for us, and no one is really sure where to place the blame, what is for sure, is that our society which we are all part of is entirely our responsibility.

I'm fairly sure the problem got worse when Constable Keith and Sniff left What Now. Chur that

In the U.K. and the U.S. people went from the elites running the show encouraging certain manners, emphasizing etiquette to who cares and let us just look at the individual, get your own personal satisfaction, and you had more people who lost the concept of community. Italy did quite well. They have strong family bonds. That is not true in either the U.K. or the U.S. and people who have taught in public schools in both places talk about how horrid so many of the kids have become. It is obvious because people have become so selfish, individualistic, and irresponsible.
