South Korea has placed 50th out of 133 countries in a global anti-corruption survey, losing ground for the first time since 1999. The drop in the index shows that corruption cannot be solved through temporary measures, legislation of special laws, but must be tackled through consistent and long-term programs to rid corruptive practices in society and the public.

I honestly thought it would have been a lot lowed when you split up all those European countries. About middel of the road is what I expected I suppose. I like a bit of corruption. I'm sure everyone here has used it in some way or another.
Its just like giving a tip or a gift in another country except its just a different way of looking at it.
In America you give a tip for better service but if you give extra monry here for better, quicker or preferential service its called a bribe.
I know it is more corrupt here than there but really its al about the way of distorting statistics. If you included tips in the bribery Index America would be on par with Kenya. |

i don't know where you have been but especially in North America i haven't given tips before and I have been given the dirtiest looks and a couple of times yelled at. i think this is a demand. However, in other countries it is less extreme.

I'm aware of this tragedy and i am aware of the scale of corruption in this country but its all about distorting facts. What is bribery. How is not giving a tip bribery???? You are bribing(tipping) someone for good and preferential service, it doesn't matter what scale it is or what industry it is in. In basic terms this is still a bribe.
P.S. i do enjoy your commentries and opinions Posco, i'm not trying to disagree just give a diferent opinion. |

| A tip is purely optional, generally paid after the fact, and are perfectly legal in either the US or Korea, while bribes tend to come before the fact, are often not paid willingly, and are in many cases - and with good reason - illegal in either the US or Korea. Some societies have a culture of tipping, some don't. All corrupt societies have a rampant culture of bribery. Does something as trivial as tipping in a restaurant measure up to bribing a government official, police officer, or safety inspector? Of course not. |

I hate corruption, its away for those with money to circumvent the law. I don't like it here and would be loathed to use it since it can be easily used against me. The whole point of creating laws is that everyone is supposed to follow them otherwise you might as well not bother in the first place.
