I've sold my car to a friend of mine. She gave me a piece of paper that says the "Seller" must have:
1) Certificate of registration card of automobile
2) Certificate of one's seal of impression
3) A registration seal
4) Certificate of complete paid for automatic tax (which issued by one's village office).
My questions:
1) This is just your car's registration right?
And that is translated as 자동차등록증 correct? I have a piece of paper (folded up to look like book) that has that on it.
2) I take that to mean one of those "Do-jang" signature stamp things. Now, do I have to have my OWN stamp? Can't I just sign my name?
3) I have NO idea of what that is.
4) I imagine that I go down to the village office in Busan (Seo-gu) here and pay it. And by that they mean DISTRICT (ie....gu) office right?

If both parties go to the new owners licence office, you don't need a stamp.
I recently bought and sold cars without visiting the office with the other owners (due to distance).
To transfer ownership without both parties visiting the office, the seller needs to get a name stamp made(all Korean's have one!).
Near the office, there will probably be a small office to make them.
I got mine made for 12K. It is my full name written in Hangul. Then I had to register the stamp with the office, by them scanning my ARC and providing them with a thumbprint. Your new stamp is also copied and everything stored on the national register. You then pick up a document to transfer your vehicle, which you date, sign and stamp before giving to the new owner.
All that took us 20 mins, but I had my Korean wife with me.
It certainly helps to sell vehicles within the same licence province, but once you have your stamp and register it at the foreigners section of the gu office, it's plain sailing.  |

The tax will be invoiced and paid before you get the transfer doc,
The gu office we went to in Gyeonggi is also City Hall, so 2 birds with one stone (stamp registering and vehicle doc),
Not sure about the seal, perhaps it's what the do at the office to legalize the transfer doc? Can't remember, but it may just be your stamp? |
