They sure are non-chalant about it. I remember from my days in middle school, the girls all knew about the "babari man". They knew which days he came, and which classroom windows he peeped and pulled. They would yell out to the guy and he'd just keep going at it. When I learned about it, it had been going on for almost 2 semesters... and the teachers did nothing to get rid of him! As far as I know, he's still there, regular as clockwork. |

Am I the only one who thinks it shouldn't be a crime to beat down these perverts? Okay, maybe the flashers aren't so bad--I'd settle for publicly exposing them as perverts. But the guys who jerk it in front of minors automatically apply for the Doctor Marten Dental Plan. |

There are pervs everywhere... however in other First World nations, you'd go to jail for it. I've yet to hear of anyone going to jail in Korea for jacking it to a bunch of barely-teen girls. |

Is it better arresting these guys and forcing others doing things secretly and the police having no idea who suspects are if a crime is committed?
Or, just let these guys do their thing and if one actually touches a girl, you know who to arrest? |
