Chicago police Taser 82-year-old woman

CHICAGO - Chicago's Police Department is investigating an officer's use of a Taser last month on an 82-year-old woman who police say was swinging a hammer when they arrived.
Lillian Fletcher was rushed to the hospital after being jolted by the Taser last week but has been released, police said Tuesday.
Officials with the city's Department on Aging went to her home Oct. 29 to make a welfare check and called police when they saw Fletcher in a window swinging a hammer, police spokeswoman Monique Bond said Tuesday.
Officers arrived and in an attempt to subdue Fletcher, one of them used a Taser, Bond said. The department is trying to determine whether the officer violated department policy on the use of stun guns.
Fletcher said Tuesday that officers pushed their way into her home. "They shocked me," she said.
Fletcher at times sounded confused during the telephone interview. Her granddaughter Traci Taylor told the Chicago Sun-Times that her grandmother has schizophrenia and dementia.
"My grandmother is easily confused," Taylor told the newspaper, adding that the woman can be belligerent but is about 5 feet 1 and weighs no more than 160 pounds.
"I just don't think they should be Tasing 82-year-old women. That's ridiculous," Taylor said. |

RCMP Return Video To Man Who Recorded Taser Death

VANCOUVER - The agency that handles complaints about Canada's top cops launched its own investigation Thursday into the death of a Polish immigrant who was killed with an RCMP Taser at Vancouver's airport.
Meanwhile, a man who caught the incident on video said the public may see the recording next week.
RCMP have returned the video that apparently shows an agitated Robert Dziekanski being hit by the Taser and collapsing to his death to its owner Victoria resident Paul Pritchard
Public concern swirling around the case in part prompted the Commission for Public Complaints Against the RCMP to file their own complaint about the incident, commission chair Paul Kennedy told The Canadian Press in an interview on Thursday.
"This (case) clearly has got, to say the least, a significant human interest to it; it's a very unfortunate situation that arose," Kennedy said.
"I think it is one we have to look at carefully and make sure that everything is done that can be done to address public concerns."
The complaint will allow the commission to look both at the use of force and also whether the RCMP investigation into the incident is itself adequate.
Kennedy said he doesn't doubt the impartiality of the police officers - in this case the RCMP's "Integrated" Homicide Investigation Team - investigating their own.
But he said he wants to be sure they are doing all they can to get to the bottom of the Dziekanski's death.
Pritchard, who recorded the confrontation between Dziekanski and the RCMP, has said he wants the public to see what happened early on the morning of Oct. 14 when the newly arrived immigrant was zapped by two 50,000-volt charges from the Taser.

The Yahoo news report you link to is harrowing to read. I do not think I will watch the video - I don't want to deal with that.

His poor poor mum. Scrimping and saving for years to be reunited with 'her little boy' just to have him killed in this awful way, without even being able to see him or touch him one more time.

But the video shows that after the first shot, Dziekanski fell to the ground and was writhing in agony.
On the continuum of force used by police officers in confronting an individual, the Taser is supposed to come right before lethal force, according to a recent interview with the chair of the complaints commission.
Procedure dictates other steps like physical restraint, use of the baton and pepper spray are supposed to come first.
None of that happened. |
It sounds like the police really f***ed up.

So sad. He didn't hurt anybody, and it seems he was just desperate and afraid. He was actually barricading himself in when the police intervened. How was barricading himself in posing a danger to anyone? |

VANCOUVER - Animalistic cries of pain are the last the world hears of a newly-arrived immigrant in dramatic video released Wednesday.
The images are so explosive Robert Dziekanski's mother, who hasn't seen the whole video, has been driven into seclusion to avoid seeing it repeated on newscasts, her lawyer told The Canadian Press.
But they also raise serious questions about why the police resorted to using the Taser only seconds after encountering the non-violent man last month at the Vancouver airport.
And it contradicts what police said happened that night. 
Zofia Cisowski sits on a waiting list for psychiatric care to help her get through the loss of her only son, Walter Kosteckyj said, and so he hopes the gripping video holds the police accountable for their actions that night.
"People need to know the circumstances under which they seem to be willing to use (Tasers)," Kosteckyj said.
"I think it's a judgment for the Canadian people and it's fair for people to understand and see how these things are dealt with on a day-to-day basis."
