Chicago police Taser 82-year-old woman

CHICAGO - Chicago's Police Department is investigating an officer's use of a Taser last month on an 82-year-old woman who police say was swinging a hammer when they arrived.

Lillian Fletcher was rushed to the hospital after being jolted by the Taser last week but has been released, police said Tuesday.

Officials with the city's Department on Aging went to her home Oct. 29 to make a welfare check and called police when they saw Fletcher in a window swinging a hammer, police spokeswoman Monique Bond said Tuesday.

Officers arrived and in an attempt to subdue Fletcher, one of them used a Taser, Bond said. The department is trying to determine whether the officer violated department policy on the use of stun guns.

Fletcher said Tuesday that officers pushed their way into her home. "They shocked me," she said.

Fletcher at times sounded confused during the telephone interview. Her granddaughter Traci Taylor told the Chicago Sun-Times that her grandmother has schizophrenia and dementia.

"My grandmother is easily confused," Taylor told the newspaper, adding that the woman can be belligerent but is about 5 feet 1 and weighs no more than 160 pounds.

"I just don't think they should be Tasing 82-year-old women. That's ridiculous," Taylor said.

RCMP Return Video To Man Who Recorded Taser Death

VANCOUVER - The agency that handles complaints about Canada's top cops launched its own investigation Thursday into the death of a Polish immigrant who was killed with an RCMP Taser at Vancouver's airport.

Meanwhile, a man who caught the incident on video said the public may see the recording next week.

RCMP have returned the video that apparently shows an agitated Robert Dziekanski being hit by the Taser and collapsing to his death to its owner Victoria resident Paul Pritchard

Public concern swirling around the case in part prompted the Commission for Public Complaints Against the RCMP to file their own complaint about the incident, commission chair Paul Kennedy told The Canadian Press in an interview on Thursday.

"This (case) clearly has got, to say the least, a significant human interest to it; it's a very unfortunate situation that arose," Kennedy said.

"I think it is one we have to look at carefully and make sure that everything is done that can be done to address public concerns."

The complaint will allow the commission to look both at the use of force and also whether the RCMP investigation into the incident is itself adequate.

Kennedy said he doesn't doubt the impartiality of the police officers - in this case the RCMP's "Integrated" Homicide Investigation Team - investigating their own.

But he said he wants to be sure they are doing all they can to get to the bottom of the Dziekanski's death.

Pritchard, who recorded the confrontation between Dziekanski and the RCMP, has said he wants the public to see what happened early on the morning of Oct. 14 when the newly arrived immigrant was zapped by two 50,000-volt charges from the Taser.

The Yahoo news report you link to is harrowing to read. I do not think I will watch the video - I don't want to deal with that.

His poor poor mum. Scrimping and saving for years to be reunited with 'her little boy' just to have him killed in this awful way, without even being able to see him or touch him one more time. The images are so explosive Robert Dziekanski's mother, who hasn't seen the whole video, has been driven into seclusion to avoid seeing it repeated on newscasts, her lawyer told The Canadian Press.

But they also raise serious questions about why the police resorted to using the Taser only seconds after encountering the non-violent man last month at the Vancouver airport.

And it contradicts what police said happened that night. Shocked

Zofia Cisowski sits on a waiting list for psychiatric care to help her get through the loss of her only son, Walter Kosteckyj said, and so he hopes the gripping video holds the police accountable for their actions that night.

"People need to know the circumstances under which they seem to be willing to use (Tasers)," Kosteckyj said.

"I think it's a judgment for the Canadian people and it's fair for people to understand and see how these things are dealt with on a day-to-day basis."

These cops are SCUM. The RCMP are scumbags for covering up for these scumwads. They should be charged with murder but they wont.

The Manufacturer's manual always refers to local police policies on use of force.

The local police policies on use of force will always refer you to the Manufacturer's manual.

I think this is what is meant by a vicious circle.

Without responsibility can there be liability?

With the release of the tape, which is really harrowing - "Hit him again, hit him again" - I think it should be pretty clear now that the police overreacted in this case.

What is truly sad is the degree to which this was all preventable. In the final chapter of his book, Blink, Malcolm Gladwell discusses the well-known killing of Senegalese immigrant Amadou Diallo by NY police who mistook the wallet he removed from his pocket for a gun. Gladwell points to evidence that these kinds of errors reflect a tendency of police in teams to overreact to events - become engaged in high-speed chases, fire their weapons, etc. Police officers working alone tend to take more care before becoming engaged, and yet can still be equally effective. If a single police officer had been sent to the scene in Vancouver airport to discern the situation, s/he might have been less likely to immediately feel a need to engage the suspect, and might have gathered enough information to decide that what was really needed was a translator, not a taser.

Ten hours waiting in an airport, in a country where you don't speak the language, after 24 hours of traveling, waiting to start a new life, the person you expect isn't there and you have no way of communicating what you need to those around you. I think any of us who travel regularly to places where we don't speak the language can share some sense of the anxiety this man must have felt. Perhaps he reacted more strongly than any of us would, but because we know English, it's not likely that we would have ever been so isolated as he was. He didn't deserve to die for this, or even just be tasered for it and live. Even if he were a little drunk, even if a thousand other things were wrong with him, he didn't deserve to die. And we should be concerned about this because there but for the accident of knowing English could go any of us.

The system - of immigration, of policing, even just airport services - failed horribly that day. We need to acknowledge that failure, take responsibility for it, and work to ensure that it doesn't happen again. As Gladwell points out in the Diallo case, I think that none of the police officers in this case were acting maliciously, but circumstances led them to bad decisions, and to someone else's death.

KAMLOOPS, B.C. - A memorial service will be held Saturday morning for Robert Dziekanski, the Polish man who died at Vancouver International Airport last month after being SHOT TWICE by the RCMP Crying or Very sad



As preparations for the public service in the B.C. Interior continued, simultaneous services were being organized at other locations across the country.

The Kamloops funeral home where the service will be held has been inundated with calls.

Spokesman Lawrence Schrader said many are calling to express their outrage at the RCMP and asking how they can help Dziekanski's mother Zofia Cisowski.

"It's just that they're ashamed to be Canadian for the way Robert was treated," Schrader said.

Schrader said he expects the service to be standing room only.

"We can seat about 240 people but we have audio all through the building so we can accommodate up to 700 or 800 people."

Kamloops-area resident Bonnie Ride said anyone wanting to show support for Dziekanski's mother can gather at 11 a.m. Saturday for a candlelight vigil outside the funeral home.

Facebook postings suggest another candlelight vigil will be held at 11 a.m. at Vancouver International Airport.

As well, postings on the Internet social site are also calling for rallies Nov. 24 in Vancouver, Victoria and Toronto.

Cisowski's lawyer Walter Kostekyj said funds are being raised to pay for her to return to Poland with her son's ashes Idea

He said the fund will also help pay for the hiring of medical and other experts for the upcoming coroner's inquest into Dziekanski's death.

Dziekanski died Oct. 14 minutes after being SHOT TWICE with a Taser in the airport's international arrivals area.

A video taken by a bystander showed Dziekanski, who spoke only Polish, trying to barricade himself into the secure area of the arrivals terminal.

He had been at the airport for about 10 hours, waiting for his mother to meet him

The police made no effort to calm the man. They used force as a first option and now a man is dead. If I did that, I'd be charged with manslaughter. That PIG should be too.
