Go out your front door. Choose any direction. Walk for 10-15 minutes and you will come across a scooter shop with something in your price range.

Now do I need a Korean drivers license to purchase one? If so how do i obtain it.

For 300-400,000 won, you are buying a death trap. A Korean piece of garbage with tyres that have no grip, brakes that underperform, suspension that has no road holding.
How dumb and cheap can you get, isn't your life worth more than a few bucks.
Let me guess 80 bucks for a good helmet is too expensive.
Just because the average Korean riding a bike here has no sense does'nt mean you have to join the pabo club.

You can get a used 125 cc bike most anywhere in Korea for 400,000 or under that WON'T be a deathtrap, although it may be more of an errand running bike than an over highway cruiser. Having said that, save up 1.5 mil to broaden your buying options. It's very worth it to get something a little bigger/high end, especially with the way people drive in Korea.

You need a valid Korean license OR a valid license from your home country along with a valid International license. That's for anything 125cc and under. Go over 125cc and you need a motorcycle endorsement on whatever license you have.

try bikemart.co.kr you need a Korean speaker to help you with that, even getting registered so you can view bike details.

Find the "official motorcycle/scooter thread" in the off-topic forum and spend some time reading up on it.

if you can read a little korean, you can sort the bikes based on their location.

if you can't read korean, you can still get a good ballpark for what to expect at your price range.

Consider this
2 Good tyres for a bike, Michelin or Dunlop will cost around 150,000 each.
There's 300,000 down for tyres only. If the bike is only 400,000 then the tyres are Chinese, Korean or Taiwanese with very little life left in them.
You can get away with cheap tyres on a car, but on a bike especially in the wet, it's guaranteed you'll fall and then you'll spend more on hospital bills. Cheap bikes are false economy.
