Korea has a different type of mobile phone network called CDMA unlike Europe which is mostly GSM. If you have a 3G phone then you can send messages to other 3G phones in Europe, but not other GSM phones unless your phone has the capacity to send GSM messages as well. My phone Japan allowed me to do this. http://en.wikipedia.org/wiki/CDMA#Use_in_mobile_telephony

Just another sign that Korea is lagging behind Japan in mobile technology. I was sending text/emails from my Japanese cell phone to anywhere in the world 3 years ago. It's amazing how Korea is just now entering the 3G mobile comunity when Japan has been there for years. All I heard was how advanced cell tech was here and I find it quite excellent, except when compared to Japan.

You can text the Uk, no problem. However, they can't text you back.

If the number is 07950 738014 then you would text to 001 44 7950738014

I've had someone in Dubai text me, but I've never had anyone from the UK successfully text me, nor me them.

That's because UK networks don't support texting to many parts of Asia, for whatever reasons.
