My background check finally came in the mail. However, it isn't notorized (my fault I had no idea about the cover letter etc.). Do I have to take it to the state capital where it was issued from (4 hours away) to get it notorized and apostilled or can I just go to my local branch of district court to get both? |

What you will need to do will depend on the procedures for arranging for the apositles in your country / or part of a specific country ... It is different in different countries ...
Which country are you in ?
I know that some countries/states have different rules for different documents and have heard that some state in the US have different procedures from each other for some things ...
But I do know that Apostiles are not usually done by whoever has issued the document ... The Apostile is done by a different person/organisation with the authority to do it ... And they are saying that it is a correct legal document ... |

When the CRC was issued, it should have been notarized by the issuer. It has to be notarized before it can be apostilled, at least that was my experience. |

Again - COUNTRY specific (and in the US, State specific) requirements to obtain an apostille on a document.
Without knowing the "WHERE" the how is irrelevant. |

for me here in california, i had the notary done by my mom's coworker (she works for a public transit agency here).
the notary then had to be verified by the county clerk's office.
i could then get the apostille.
if i had the notary done at the same place i had the apostille done (the secretary of state office), then i wouldn't have had to do the county clerk verification. |
