What if? Clothing is banned by an omnipotent dictator. The exception is a pair of clogs and a backpack. How would the world change?

Primarily:

The male fear of inadequacy would increase exponentially for anyone not packin' John Holmes type heat.
Natural selection, over time, would increase the size of the average human *beep*.
Heterosexually; more women might ask (some) men out, and fewer men might ask out women. (I don't see much effect on gays and lesbians, but maybe I'm wrong)
A shift to a more matriarchal society may occur within some cultures.

Also:

Tattoos would become more popular in some cultures.

Any business that quickly began to manufacture and market portable seat covers would make a killing. At least at first, but people might eventually stop caring about it any more than door handles.

Leather seats would be OUT.

In colder climates:
In richer countries there might be migration to warmer areas, or there might be efforts to create heated underground tunnels for commuting. Subway travel would rise in winter.
In poorer countries there would definitely be an increase in exposure-related deaths.

People might be more motivated to live healthier lives. Then again maybe not...

Sports that are played on artificial surfaces would suffer from a decrease in performance from the athletes involved. (no traction from clogs) This might lead to decreased interest. (Tennis and Basketball especially)
Which might also mean increased interest in sports played on natural surfaces. (both "footballs", baseball, golf, etc. should be ok... Of course no more sliding in baseball...)
In team sports each side might start painting their skin in team colors before matches to tell each other apart. (some who feel secure in staying with a team for life may just tattoo the colors on their skin)

Movies/television wouldn't be as interesting. Clothes are often used to convey personality or mood. Perhaps this would mean a shift toward greater character development?

...Ok. I've come up with enough for now.

People would overthrow the dictator as the inadequate often own guns.

People would learn to wear backpacks as clothing.

The Dutch, world leaders in clog production, would rise to power.

Initially, there'd be a whole lot of XXX PDA, then not so much.

High school would either suck more or less, depending on your level of sensitivity and your ability to mock the flaws of others.

People would actually lose a lot of their stupid fears. Here's why.

All the guys who don't pack much would be so happy: "yay!" they'd shout. ""all the other guys are packing nothing too!"
Actually this isn't true. Still ten precent pack some wallpop. They would get some credit for that. But mostly tho guys would be 'hurrah, I'm the same as everybody else. I don't have to hide my teeniness no more.'

All the girls would be happy too: "huzzah!" they'd shout. "the other girls look all floopy and floppy too, just like me!"
This isn't quite true tho--the girls who really are as beautiful as they look when they wear clothes will be treated as celebrities.

I think it would make casual cosmetic surgeries less frequent, and help people realize that the vast majority of us willa lways look pretty much like shit, so we may as just troll with that instead of comparing ourselves to the freaks we see on Teevee. The nose job and sweet hairdo won't help;you are what you are.

I'm all for clothes, personally. Makes us look better and perpetuates romance when otherwise there'd be none. Humans are a pretty fooked up looking monkey breed, most of the time.

There would be a spike in the frustration levels of the rich because they'd have one less important way to flaunt their wealth.

Plastic surgery would become more more popular, especially liposuction, boob jobs & pen1s enlargements.

Body modification would be taken to a whole new dimension as people strive to assert their individuality.

Men would learn that size really does matter.
