Is my school required to give me a letter of release immediately upon notice of termination or only after I am actually finished?

Unless it's in the contract, they are not required to give you one at all. If it is, then very likely it will be on the last day of work.

Just type one up yourself and give it to them. There's gotta be someone with a red stamp you can get to do it.

I think, however, your employer is required to give you a written letter of termination. Even though it's not a release letter, you might as well call it that.

I'm pretty sure I read on this site, maybe from ttompatz, a quote from the labor laws. Article such and such.

You might not even need one. I didn't get one, but I had to write a letter stating the reason why I was fired. I only worked for that company for a little over 2 months (this year), but now have a visa for a new company.

I wouldn't worry about the release letter.
