OK, to anyone rational this is obviously a strange situation but I am trying to understand the other side:

My last school gave me a cell phone. I thought it was mine and that I wouldnt have to give it back. I wound up getting fired and they wanted the phone back. No big deal.

One of the teachers, who also has the title "Director of Personnel," is now telling me that the internet, cell phone and utility bills I accumulated during the 8 months I was there are all in his name. (The school held all my bills for 8 months and then when they fired me they gave me a huge lump sum bill as a going away present.)

OK, so I think I am fine with most of this except for the fact that I had a password set on the phone. I left the phone in the apartment when I moved out and now the DoP (who is basically just a random K teacher) wants the password for the phone.

What are the possible reasons for this? If the phone is in his name, why cant he just take it to a store and have it unlocked? Is he trying to get some additional information about my contacts? It seems that it would be easy enough to just look at the phone records to see who I called.

But basically, the guy wanted the password immediately and he started getting upset when he didnt get a quick response to his emails, saying that he would get the information "his own way."

I feel like he is trying to do something strange but I have no idea what it is.

3. That the phone is in his name and bills have been paid by him is also not unusual. I am currently using a phone registered to my Korean colleague (including use of his old number which has been used by at least one other foreign coworker before).

Note: I think it is only fair to give him the password (PIN code?), god knows if he still has his PUK noted down somewhere.

Afterthought: Getting the code "in his own way" is certainly a strange thing to say.

Call the phone and see who answers. If the person is a new teacher at this fine establishment, tell him or her all about what you encountered. Be sure to let that person know about your great going away present, too.

They never told you about the bills until you were going out the door. Nice.
You assumed the bills were covered by someone else. Never assume.

You did a factory reset on the phone right? If so give him the PIN, if not let him sweat.

Maybe he needs to to help him cheat on his spouse. It's another number he can use for his hottie across town so his spouse doesn't get those annoying hang-ups when she answers the phone. Laughing
