Worked 1 Yr w/o ARC... Pension/Tax Question

So my buddy worked for one year without an ARC. His last day is Saturday 8/30. He wants to know if he can go to the government office and collect his pension and tax refund. His pay stubs indicate that the school has been deducting for both of these.

He is planning on staying with this company for another year.

What do you think? Can he get the refunds?

I'm not even sure how someone can be working legally without an ARC.

Talk about cutting it too close. How could an employer be contributing to one's pension account when he doesn't have an ARC? It'd be hard to do anything of significance without an ARC, so I wonder how he could have gone so long without one. I needed to show mine to get a bank account and a cell phone. I also needed it when extending for another year.

Perhaps the guy does have one, but doesn't know it. Could it be the school received it from immi but simply never gave it to him?

There must be an ARC laying around somewhere with this guy's name on it. If not, he'll need to fetch one from immi pretty damn fast. Good luck doing that.

If he has been here for a year and has no ARC he has other worries beside the pension refund.

If he has been here a year without an ARC I have to assume that he was working illegally on a tourist stamp. My guess is that the employer has just pocketed the money since the ARC number is required to open the pension account.

If they just managed to contribute to his pension (opened before this job when he was legally employed elsewhere) based on his old ARC number then he could get a refund as long as he knew the ARC number (which is also the pension account access number).

IF he was here legally on a work visa and didn't apply for his ARC (as required by law) within his first 90 days then he has other worries since his visa extension (hence work continuance) will require his ARC.
