16 Termination of contract
With the excemption of Section 14 of this contract, the "employer
or employee may cancel this contract with 60days written notice.

In the event that the "employee seeks release from this contract, the "employer must issue a charged to the "employee or potential
employers
(this is not all of point 16 btw)
What does this mean ?? ..charged

It means that whoever wrote the contract is functionally illiterate in English. |

"Letter of release" is likely, but please don't assume that. It's best to find out for sure from your employer.
Although I'm an early beginner in Korean, perhaps others could translate the clause if you post it in Korean.
