Can some-one tell me what is the best newspaper in Seoul to advertise for private lessons?Or any newspaper that accepts credit card payments?Is advertising in the classifieds effective?Can anyone recommend any online ways of advertising?

If you are not on an F2/4/5 visa (or are a Korean citizen) you CANNOT legally teach private lessons EVER.
If you ARE on an F2/4 or 5 visa you cannot legally do it until you are licensed by the local Gu-office, education office and tax office. Advertising for and doing private teaching is ILLEGAL (FULL STOP) without said licenses.
AFTER you have accomplished the task of getting legal you can advertise in any of the freely distributed (give away) news papers for next to nothing or in any of the daily papers for lots of money. You can use a Korean credit card to pay for any of them. They will USUALLY NOT accept a foreign C/C.
Daum, naver and cyworld are also great places to get hooked up.
