I will be transferring my visa to another school next month. Rather than send away for an officially sealed transcript for my visa application, I tried to get the copy they have here at my current school. They said they need to keep all of my documents on file in case they're required to show them to the officials in the future.
I just got word from my new employer that this isn't legal--that I should be able to get my transcript from my current employer. Is this right? What recourse do I have if they refuse to release my documents? |

As far as I know, you submitted the documents and they are gone. They are kept on file. As far as the other school telling you that's illegal. I think they're talking out their butts.
Most schools require new SEALED transcripts anyways. Find out for sure before you go to war...

| They are still sealed and have no date on them, so they are exactly what I need. I can get them from my uni as well, but thought it may be easier to get them from my current school if I have some recourse. |

There is no problem in getting transcripts to your employer. Sealed transcripts are nessesary for immigration in Korea. There is no exception. It is either sealed or they won't look at it. BUT DO NOT UNDER ANY CIRCUMSTANCE SEND YOUR ORIGINAL DEGREE TO THEM.
YOU MUST SEND A NOTORIZED COPY THAT HAS BEEN STAMPED AND SEALED.
Your University will not release it anyways if they are smart as there have been problems with Hagwon owners here using them as a blackmail tool or even worse forging or selling them to make a profit in the black market. |

I transferred locations and extended my visa (same day) in September. I had to talk to the university a few nights to get everything straightened out (they wouldn't let my dad get sealed transcripts, even though I got him power of attorney through the US embassy), but in the end I was able to submit unofficial transcripts printed out through my alumni account.
They took my passport and ARC card, and 2 weeks later, they were sent to the school I transferred to. I haven't had any problems since then. I think maybe you only need sealed transcripts if it is your first time getting a visa.

I do have some transcripts that were recently sent here but they don't have the stamp across the seal on the envelope. If that's the case then maybe I don't have anything to worry about...? |

| Well, even if you needed them, it will take a week or so for your university to send them. So, you might as well go to the immigration office with what you have and then see what they say. Mine weren't even in an envelope. I hope it goes as smoothly as it did for me. |

| I have a question; How much do peoples Transcripts cost ? I can tell my school to send them anywhere in the world, send them a cheque for 10$ per copy/ destination. If my school doesn't want to give me them I really don't care. |

Your new employer and your old employer are both Korean public school guys, right?
If so, let them sort it out.
If not- or if they can not sort it, then take the matter in your own hands and send off for some "new" sealed transcripts.
If your original employer wants to keep those docs on hand, it's his right. His school, his business- he's the one who may have to deal with some Korean beurocrat in the future wanting to see those docs.... so that's that.
The registrar in your uni will give you transcripts for a nominal fee ($2-10). You can have them sent Fed-Ex for $20-30 USD. They will reach your new employer or you within three business days.

I never understood this. After three months do the transcripts lose their freshness? I mean, as long as they are sealed, stamped, and unadulterated, what does it matter how old they are? |

You have to use the same logic as in a similar situation, "Your CRC in your home country is only valid for 6 months, even though you are signing a 1 year contract and wouldn't be there to commit a crime. But we still need another one anyway."  |
