Watchdogs get low marks in integrity poll

Watchdogs for market competition and food safety, plus top law enforcement agencies were found to have the most serious integrity problems among government organizations.

Seoul City, KEPCO and the Korea Customs Office were rated among the least corrupt organizations, according to a survey by the nation's top corruption watchdog.

The Anti-Corruption and Civil Rights Commission yesterday released its annual integrity index covering 381 central and local government organizations.

At the bottom of the list were some bodies that it is generally thought should be most clean - the Fair Trade Commission, the Korea Food and Drug Administration, the National Police Agency and the Supreme Prosecutors' Office.

Confirming the general perception of the construction sector as the most sleaze-prone, the Korea National Housing Corp. and the Ministry of Land, Transportation and Maritime Affairs also got the lowest scores.

Among 16 major local governments, Jeju Province ranked the lowest, followed by Daegu and Busan cities. The biggest improvement was made by Gyeonggi Province, which jumped to the second highest this year from the lowest in 2007 and 2006.

The scale is based on the perceptions of the degree of corruption, transparency and responsibility as seen by external observers, and the perceptions of awareness and transparency as rated by the members of the organizations.

Faring the best among 21 central ministries and commissions were the Ministry of Government Legislation, the Ministry of Gender Equality and the Ministry of Pubic Administration and Safety.

The Prime Minister's Office was among three worst, along with the FTC and the Land Ministry.

The three bodies were also noted with the highest gap between perceptions from insiders and outsiders. While scores from internal appraisal ranged from 8-9 points, the general public surveyed gave ratings between 6 points and 7 points.

Officials from the three were also judged by outsiders as receiving most bribes and most frequent entertainment services from businessmen and lobby groups seeking favor.

"Law enforcement and regulatory bodies were found to have to enhance their efforts to clean up their ranks," said the panel in a statement.

The body also pointed out that local governments and organizations are still low in the grade from insiders. "This means that local entities are still lagging in anticorruption awareness and culture," it said.

I read an article about corruption attitudes in the Herald today. Apparently Seoul City has one of the cleanest reputations, which really surprised me considering how often they'll use hired goons to rough citizens up or chase people from their homes.
