I think the main reason that restrictions are put on Koreans is that gambling in general is considered a social problem, and the National Gaming Control Commission has been attempting to curb (or wipe out) legal gambling by stifling regulations.

Because of the economic downturn, they've let up somewhat and appear to be focusing more on going after illegal gambling, but they want the total amount wagered on all forms of gambling limited (the current amount is 13 trillion won)

That includes casinos, the lottery, horse racing, track cycling, and motorboat racing.

So, the more that Koreans bet at Kangwando casino, the less they can bet at Seoul Racecourse - pitting those two against each other (and looking for political friends to help them survive...)

All good posts!

I agree with DD that it would be a lot easier for them to cheat foreigners than it would be to cheat locals. I also agree with him that the standards may go down.

Free booze at the Walker Hill and no free booze at Kangwonland...Well when we were at Walker Hill, I saw a beer here and there, but they weren't exactly trying to get people drunk. We played a million Won at bacarrat and were never offered a drink. In fact, no waitress even came to our table in an hour and a half. I got up and got my own coke.

Shady foreigners (Indians) someone mentioned who try to become good buddies with you and then ask for some taxi fare or something, yeah lots of those guys around.

In addition to all this, we researched a little. We found out that if you live in Kangwon province, you can't go to the casino. Also, if you visit the casino there more than 15 times a month, they will ban you from going back and you will be required to talk to a psychologist. It's on their website.

to RT teacher, or another way to look at it could be, if there were more forms of legalized gambling ie. casinos open 24/7 to all citizens, then there would obviously be less demand for illegal gambling.

I remember back when Kangwonland first opened and people were up in arms about the social problems it was going to create. They weren't wrong. Within the first couple weeks, several people had driven there, gambled away their money, sold their cars to continue gambling and lost that too, so now they were stranded there with no money living on the street. One of thse guys was a taxi driver who just drove gamblers there and decided to "play a hand or two" before driving back.

Is the blackjack in Korean casinos the exact same as Las Vegas style BJ? For example in Los Angeles there are casinos with what they call California blackjack and its pretty bogus, with totally different rules which put the odds even more against the player. How many decks are used in Korea? I'm guessing five to seven decks? And how about care counters, in Las Vegas it used to be possible to count the cards and win but now they use modern and sophisticated technology to identify card counting. They have computer systems which will tell the "eye iin the sky" that someone is playing a counting strategy, then they throw the player out or shuffle the cards every minute. What is the situation in Korean casinos, do they have this same technology to prevent card counting?
