It would be amusing if a group of foreigners got together and formed AFHI. AFHI members would go around to random hagwons and flash their AFHI Inspectors badge and sheild to the hagwon secretary and then ask the foreign English teachers questions about their pension, healthcare, and if they've been paid on time or if they have any general complaints. Filling out an official looking form.

The look on the hagwon owners face would be priceless. And if the hagwon owner starts causing trouble. Whip out a big stamp (like 6 inches by 3 inches) and stamp HOSTILE in red ink on the form.

Fun! And we can check their criminal records, medical records, and ask them questions like "do you sleep with your hands between your legs? why, or why not? are you color blind? do you now or have you ever had a sexually transmitted disease? is there any history of mental illness in your family, and if so, why?"
Make them pee in a cup, so we can check how boozed they are.

It would be great as a voluntary thing.

Hogwans could put in big, bold letters when advertising for new teachers, "AFHI Certified!".

Foreign teachers would have a lot more trust for the smallish percentage of hagwons that pass the test. Particularly if we administer Yu_Bum_Suk's respect test of striking up conversation with a kid when no admin's around and seeing if he speaks back to you in Banmal.

Surely being a voluntary and not-for-profit service would help insulate against lawsuits?

Sounds like an awesome idea. Where do I sign up? I could handle the entire province. Getting 100 hakwon owners to each pay me 200,000 a month for some stupid ass 'certification', I could retire early!
