Hi, I'm considering buying a car. The current owner has no papers. What kind of trouble am I looking into here? |

let's see... you want to buy a car from someone who cannot prove he owns it. is that right?
if so, walk away. at the very least he has to have insurance papers on the vehicle or he will be fined and you cannot register the car with the gov. without the proper paperwork.
you also have to have insurance placed on the vehicle at the time of sale or you cannot drive it ad can be fined for owning a car without insurance, even if you do not drive it.
find a legitimate seller and save yourself some headaches. |

If you are pulled over, at the minimum, expect a fine in excess of 300,000 won for no registering. Then, you will have that or more in fines for not doing the gov't required scheduled maintenance every 1 1/2 years (assuming it's more than 3? years old.. can't remember the exact age date required). Ask a few of the guys on here who missed that what they paid just missing it once... it was over 300,000.
Then, if it's a stolen car, expect to be in serious, serious trouble.

Just an observation. Are some people so stupid they wouldnt be able to make the most basic, logical decisions on their own without asking for help on Dave's? This isnt just related to this thread although this is about the best example of absolute, rock bottom stupidity I have seen (and not only on this board. It qualifies for the Darwin awards), but also to the numerous moronic questions, especially on the job board. Op: are you serious or is this a joke? |

You're potentially looking at the kind of trouble you don't want. Do yourself a favor and walk away.
The National Police Agency is reportedly on the look out for dodgy-looking foreign rides without papers or insurance. Hit and runs are a daily problem in Korea. If you want to buy a used car, try going to a used car lot with a Korean friend.
However, it is true that on the major highways, getting stopped and having your papers checked by the police is not that high of a probability, but sometimes there are plenty of sobriety and other local road checks by the police, where you could easily be stopped and asked for your papers.
To sum up: Walk away. |

On the negative side it's possible that you'll get pulled over and 'done' for not having had the every 2 years checkup and not having the proper papers. As a foreigner the average cop isn't going to want to have a chat with you so it's unlikely they'll press the first issue. Usually when people get fined for not having had the checkup is because the car is registered in their name and the government has a record of this, so it's easy to fine them. If the car isn't registered in your name then you're not going to get fined.
You can get insurance for the car and drive it legally without technically owning it and having this insurance will mean you aren't likely to get in much trouble for driving the car, even if you get in an accident.
On the positive side, since the car isn't registered to you parking tickets and speeding tickets aren't registered in your name and you'll face no recriminations for them. They'll bounce off you like teflon.
if the car is cheap (less than a million won) I'd say it's well worth it. In fact a car which is registered in the name of some long-gone foreigner is great due to the fact you can park anywhere and drive whatever speed you want without getting fined. |

last night I was walking home and there was this guy near a dark alley. He was holding a kind of wooden stick and was motioning for me to come over and talk to him. I decided not to, but I'm thinking about going back tonight. Maybe he wants to get some soju.. I'm gonna leave my cell phone at home, I don't want to lose it while I'm drinking.
Its a good idea right guys? |
