So exactly what part of speech are when and where in Qs?

Strictly speaking they're not interrogative pronouns because they don't substitute for a person or thing. However, they mean the same thing as 'what / which time' and 'what / which place'. So in that sense would it be OK to call them interrogatives or would one have to call them adverbial determiners or something?

They are adverbs.

Though they could be pronouns, too, depending on the sentence.
