Foreign national studying English in Korea?

Anyone know if this is possible? I have a friend who want's to send some Timorese abroad to study English and thought Korea would be a decent location because of the large number of hagwons and English villages? Is it possible to enroll foreign nationals into these institutes? Anyone ever hear of this happening? Any colleges that offer short term English immersion programs here?

To put it simply if they want to study English outside of their home country they should go to an english speaking country.

If they are a resident of Korea, then it makes sense. However I cant honestly answer if there are any special conditions for foreign nationals.

Timor is like a 40 minute swim from Australia--why go all the way to Korea to study English?
