I recently talked to Maneki_Niko, a mod here - she said that she's never heard of this no new members can have an avatar rule. As far as she knows, it takes 100 posts to be allowed to have an avatar. Which mod told you that PatrickBateman?

In answer to your question, the administrator, Dave Sperling, is not giving out avatar privileges to new users. Only old users who have never been before, obviously, have those privileges. That may or may not change in July when the new system comes on line. It's under study.
For the protection of the site, avatar privileges were not being given to new users.
