I have read that KEB bank rules, and KB bank sucks. There is no KEB bank in the smallish city where I am, and so I was wondering about my other options. I would like to be able to

1)Do online banking, and send money home over the internet

2) Withdraw money from ATM's in foreign countries, (like Thailand) I don't need it to be a credit card, it just needs to allow me to acess my Korean bank account and let me withdraw some money from an ATM from overseas.

Any advice or help would be greatly appreciated!

Your options are to either print out the banking laws that allow you as much and go to your bank and fight, or take some time on a weekday that isn't a holiday and open up a KEB account. You may want to keep a few hundred Won in your Kb account in order to use local services turning in your spare change (some branches do get attitude if you aren't a member).

Even with some KEB branches, expect one of those lectures in Korean where every vowel sound stretches for two seconds about how it violates their entire sense of being to even think about giving you an international debit card.

It seems that the banking industry in Korea isn't as uniform in their policies as McDonald's tends to be. To be fair, my bank in America is pretty useless, as well, telling me to dial the 800 number for every service imaginable.

Just to clarify, I'm wondering if there are any other banks besides KEB that allow me these options.

Thanks again!

Probably not without a fight. Like I posted before, I live in the sticks but there is a KEB bank here and I got the service I needed in 20 minutes, and that included an ATM card that would allow me to take out money internationally

I've heard that Nonghyup has internet banking, but you'll have to search the forums/check the website, I can't promise that it's true.
