Can NZers receive a student loan and/or allowance from the government to cover things if we are to study full-time at a university in Korea? I'm considering entering a full-time language course here.

I don't know - but I doubt they would give you money to study at a foreign university. I think if it was an exchange programme, then the allowances/loans still apply, but am not sure.
