There's gotta be a bit more to this story than just the landlord waking up one day and thinking "Hey, some people in this diverse community might be offended by American flags, guess I'll ban them all from the apartment".

My guess is there had been some sort of confrontation in the community where one side was using the American flag within a context of taunting or provocation.

That is possible...I'll give you that.

We'd be able to know more if the tenant manager was actually "available" to comment on the issue.

My guess is that it began with some residents complaining about Mexican flags. Perhaps there was even tit-for-tat vandalism that included the apartment's property. Or perhaps altercations. The apartment management, wanting to end the mayhem but concerned about getting sued here in the United States of Litigation decided it would just be best to ban all flags to avoid discrimination lawsuits. Hence, Old Glory became a victim too. While it's entirely possible that the apartment management could be America haters, it's more likely that it had to do with concern about losing their apartment complex to some Mexicans in a multi-million dollar class action discrimination lawsuit. After all, they are in America, and on the west coast at that...not the best place in the world to be a defendant in a discrimination case. Of course, all of this is only a guess.

You might be right there. Albany is a pretty conservative part of Oregon, so I can't see how the citizens there would go for this without rounding up a lynch mob. There's a large number of Mexican immigrants that work up and down the Pacific coast, so there's a good chance that there's a large number working in that town in the crappy factory/farm/restaurant jobs and some would be living in that complex.
Possible scenario: they were flying some flags, someone complained to management, the Mexicans complained to a community rights volunteer, the community rights volunteer complained/threatened the manager/owner with (racially motivated) freedom of speech violations, the management caved and to whitewash it-all flags representating anything became a violation.
