PITTSBURGH - A former Pennsylvania state Senate staffer has been arrested on charges that he wanted to engage in sex acts with a 15-year-old boy while dressed in a panda costume, according to state Attorney General Tom Corbett.
Alan David Berlin, 40, who worked for Republican Sen. Jane Orie, used Internet chats and instant messages to proposition the Harrisburg-area boy, including talking about dressing up in animal costumes and engaging in various sex acts, Corbett said in a statement Friday.

Adult spectacled langurs (Horwich, 1974) and rhesus monkeys (Hinde & Spencer-Booth, 1967; Redican & Mitchell, 1973b) have been seen thrusting juveniles.
My nomination, however, is for the bonobo. Adult males of this species masturbate adolescent males, but have never been found to penetrate or ejaculate in contact with anyone but adult females (de Waal, 1990).
Lest anyone make a naturalistic plea, however, adult males of other species rarely mate with juveniles (Anderson & Bielert, 1990). In fact, no animal researcher has ever found a nonhuman primate adult who sexually preferred juveniles (Feierman, 1990a).

Because cases of child sex abuse among politicians in America is overwhelmingly Republican, and I say that as someone who has no love for Democrats (do I, Obama?).

There are A LOT more. I defy you to find even a tenth of that among Democrats.
Republican values create child molesters.
Democratic values create tax evaders.

In fact, bonobos, among man's closest relatives, engage in sex in all age and gender combinations, including juveniles, for conflict resolution, tension reduction, and recreation.
Furthermore, primates who as juveniles are deprived of sexual rehearsal play subsequently fail to successfully mate as adults, i.e. it is essential.
Bonobos are practically the most peaceful species on the planet. This begs the question, "Why are Republicans such war mongerers?"

Perverted and twisted adults may be a result of an overly strict, puritanical, conservative childhood imposed by parents who may be just be repeating the cycle of what they themselves experienced as children.
While perhaps most of these adult victims of a puritanical childhood may do no more than raise their children in the same overly restrictive manner, others may seek somehow to resolve the lingering psychological needs of their damaged childhoods by seeking out children to use or abuse as adults.
These socially conservative adults never find themselves able to engage in normal, pleasure-seeking sexual behavior, but engage in sex out of psychological need so such sexual activity is unlikely to have the same benefits 0f:

The idea that an adult abused as a child goes on to abuse children himself is known in the literature as the "abused abuser" hypothesis (and more informally as the "vampire" hypothesis). It has not withstood strict scrutiny by, among others:

You have obviously done a lot of research in this area, and I don't disagree with the above.
I didn't mean to suggest that the abusers had been sexually abused as children, but rather that they may have been sexually repressed as children. They may never have been physically abused in any way. Nor did I mean that this is the only cause.
I was speculating on the possibility that overly repressive puritanical parenting may increase the likelyhood of their children becoming abusers as an explanation for why these hard core family values Republicans become sexual abusers in so many cases.
