How do I quit my job and get another one

I am currently working at a hagwon and have been here for almost four months on an E-2 Visa. I want to leave my hagwon and find a new job in Korea. I have read that you need to have worked here for nine months before you are guaranteed a letter of release from your employer. So, is it possible for me to cancel my visa and re-apply for the E-2 with a new employer? There is a lot of mixed information on the site and I am looking for a straight answer. Please help.

You are never guaranteed a letter of release from your employer.

Your employer is not required to give you a letter of release unless it is in your contract.

The nine month rule is the length of time you have to work in order to be able to change jobs and change visas to a new job without going on a visa run. Sometimes it's possible to change jobs with no visa run even before 9 months and sometimes you still need a visa run after 9 months.
