In Korea, where's the warmest, most pleasant city to live in winter? I don't speak any Korean so a place where I can learn and be around some English, Chinese, or Spanish speakers would be the best.

In winter the weather is mildest on Geoje Island, where it doesn't snow and wind patterns from the Pacific Ocean usually hit this southeasternmost part of Korea before turning toward Japan - there is no place in Korea with less Asian mainland cold fronts in the winter, less spring dust storms from China, and more tropical storm/edge of typhoons in the late summer than Geoje. And there are thousands of foreigners - mostly English-speaking Euros and indeed a few dozen Spaniards (I've met four of them).

Nearby Tongyeong is equally as mild, though less systems from the Pacific and definitely a lot less foreigners.

But both sure are more like towns than cities. The Haeundae neighbourhood of Busan would be the CITY area closest to what you are looking for.
