Than what would you call it? It's obviously not " Punk" or "New Wave".
It came out in 1979 there were no Techno bands out at the time.
The closest thing to Techno back then was " Devo" Whip it.
Or Video Killed the Radio star.

Either way it's still a great song and really ahead of it's time.

I really thought that Hot Butter thing was a Kraftwerk song...oh well...I never liked Kraftwerk or even Crass for that matter.

It is a cool track, but to me it sounds more like a disco beat/bassline combination than a techno one. Another influence perhaps, but not the first techno track.

If we are talking about disco tracks then Georgio Moroder, Donna Summer and others were releasing disco with more of a techno aesthetic than this Crass track before 1979.

The tricky tape edits are also reminiscent of techno but again that had been done by many way before 1979.

Some other tracks from the same time period:

After listening to it again. I think the original "Crass" song has quite a Donna Summers influence. Similar to " I love to Love you Baby" The song has a real Punk K-Tel sound.

... kinda what re:cursive said, Kraftwerk, Moroder etc were doing stuff that sounded much more techno than this.

All those guitars and live bass and live drumming, it really sounds more like a kind of proto New Wave or Industrial track or something like that. Throbbing Gristle, Wire, Cabaret Voltaire and even Joy Division were recording similar punk-meets-electronic instrumentation at the same time.
