If you are going just for a night or two, go to Fukuoka. Fukuoka is much smaller (1.45 million), super easy to navigate, and has some excellent expat/Japanese bars in a small area (easily walkable). Osaka is much harder to navigate, more expensive, and simply stated, overkill for such a short period of time. I may be a bit biased as I lived in Fukuoka for 7 years.

What's something to do in Osaka on an 8-hour layover? (Zippy will be there next week on his 8-DAY layover in Hawaii.)

nothing much in Osaka. If you go there for a weekend, I'd try and at least make a day trip/overnight stay in Kyoto which is only 40 mins on away on the subway.

I've been to both cities a number of times now...

OSAKA by far. The Korean Embassy is right in the middle of America-Mura and all the coolest stuff that Osaka has to offer. It's a great area to explore regardless if you have a short time or a long time. Actually that part of Osaka, and the city of Osaka is my favorite area of Japan. The Korean Embassy is also in a great location.

Fukuoka isn't bad either. The Korean Embassy is out near the beach, making it more worthwhile in the summer. While Fukuoka is smaller than Osaka, I find that exploring Fukuoka takes a lot more time. There is one mall that is kinda cool (but it's still a mall)...the beach is fine in the summer....there is a great hamburger place near the Korean Embassy.

Actually you can't go wrong in either place...but Osaka's Korean Embassy is in a better location than Fukuoka's, unless its summer time, than Fukuoaka' proximity to the beach is nicer.
