I think the song writer is criticizing the ridiculous dress style of American youth. True, the dress style was started by the black/ghetto community, but nowadays the style of pants on the ground/hat turned sideways is almost everywhere in the world including right here in Korea and right here in my own home.

I have almost given up on telling my son to wear a belt and pull his pants up. I asked him the other day where I could buy one of those hats with the visor on the side. He didn't get the joke.

Kabrams, your comment reminds me of the old 1960's beach-blanket movies where some guy would put a wooden block on his shoulder and dare others to try and knock it off.
