My co-teacher told me that employers can easily tell if native english teachers leave the country and can get into a lot of trouble if they leave the country without permission during "work at home week" .

Does anyone know if this is true?

There simply arent the same walls of privacy between different govt agencies you might be used to back home. Schools sometimes find out. Your proposed trip is precisely why "seat-warming" has become so prevalent.

I would travel to Busan or Mokpo and then just turn my cell phone off for a few days while I...er...studied TESOL books from the comfort of a domestic island minbak.

If you work for a public school and the government chose to do an audit on the vacation times for their teachers and your school is chose then that could lead to trouble for you and your coworkers (but I also heard that probably by the time they get round to doing the audit you could quite possibly have been done with Korea and moved on to the next country)
