There was a civil defense drill in my city (maybe in others too) today. I was just texting my GF, and she said she got stuck in a taxi during the drill, and the driver made her pay most of the fare.

How do you think this should work? Should she have to pay the full fare? (ie, she got off light). Should the cabbie have stopped the meter?(I would have demanded this, though he may have been within his rights to tell me to go to hell). Or somewhere in between?

That's what I insisted last time there was a drill. He wouldn't have turned it off if I didn't speak up, though.

If it's gonna be longer than the meter drop, tell him to stop the meter. You pay. Get out. When the drill is over, you get back in, he restarts the meter. How hard is this?

Some calculation required. How long is the drill? If the additional fare for idling during the drill is less than the flagfall price it would be better to stay inside with the meter running.

That is the conundrum. How do you know how long the drill is going to be, when it begins?

The thing is, it's always best to get out of the taxi. The flagfall is a "sunk cost". You are never going to get it back, whatever option you take, so you might as well get out of the taxi.
