Dumb question, am thinking of buying a ps2 for those lonely nights in my small town and am wondering what all this talk of chipped ps2 and the like means. What does it do, who does it, and why

A chipped PS2 basically means that you are making the system region free, while allowing it to play copied games. This can be achieved at most places that sell games in Yongsan. |

For "legal" purposes, modchips are advertised with the ability to play imported games. So you can head home, pick up a copy of NHL2004, which has a snowball's chance in hell of launching in Korea, and play it on the chipped console no worries.
What isn't advertised is that the same measures that let you play imported games let you play "backups" (another legal loophole for modifiers to jump through) of games you "already own".
