Yes, it does, at least in the Seoul metro.

I got my gas bill yesterday, but it appears someone from the gas company is delivering the bills; not the post. Now if only they would had accounted for the March and April bills I paid 3 and 6 weeks ago respectively rather than billing me for all that yesterday.

I understand the post offices are not open on Saturday. I haven't seen a red Post motor bike out on Saturday either, but I'm sure it's possible for deliveries to happen almost any time with Korea's extensive logistics.

no you dont, repeat after me THERE IS NO REGULAR SATURDAY POSTAL DELIVERY IN KOREA!!!!! hasnt been in at least 10 years. a couple of the big post offices say gwanghwangmun and myeong-dong offices may have counter service on saturdays but thats it.

utility bills (gas, water, electricity) are delivered by hand by company employees they are not sent by mail

This is the information on the "Seoul Global Centre" about Korean Post Office Hours:

"Open Hours (Mon ~ Fri) : 09:00 ~ 18:00
Open Hours (Mon ~ Sat) : 09:00 ~ 20:00 (only Gwanghwamun Office)

Following is a list of post offices that open on Saturday :
Seoul Central, Gwanghwamun, Seodaemun, Dongdaemun, Gwangjin, Gangbuk, Mapo, Gwanak, Eunpyeong, Yeouidogyo, Gangnam, Geumcheon, Seongbuk, Gogang, Songpa, Yangcheon, Gangseo, Dongjak, Seocho, Yongsan, Nowon, Jungnang, Kukje, Yeongdong, Dongseoul Mail Center"

I can't find anything about Saturday delivery, but I have gotten regular mail on Saturday a number of times (once again, NOT bills)

If he came, and you weren't home, there would have been a note left with the driver's mobile number. If you (or someone else who speaks Korean) calls you can set up a time for him to deliver it or just arrange to pick it up at the post office.
