What is pretty nuts is that handguns are illegal in the Chicago area. I gather most of these happened in the ghetto type areas...drugs?
For those Americans out there: can you fill me in on how it is in your constitution that you have the right to bear arms, yet arms are illegal in Chicago? I would think the constitution would trump city/state laws? |

I�m by no means a Constitutional scholar, but let me do my best to shed some light on your question.
The Bill of Rights (especially the 2nd amendment) is only valid on a federal level (see �Incorporation�). States are not bound to follow the amendment to the same degree as the federal government. There's obviously a lot more going on regarding the relationship between federal and state government, but that's the most important thing to know.
Also, firearms are NOT illegal in Chicago. It is possible for a person to legally own a firearm in Chicago.
As a resident of Chicago, it seems the neighborhoods mentioned are kind of notorious for crime and violence. Also, the Puerto Rican pride parade and the Blackhawks winning the Stanley Cup probably added to the normal amounts of violence in Chicago. |

That's very impressive. Most Americans don't know this because almost all of the Bill of Rights in the Federal Constitution have been ruled to be specifically incorporated. Nevertheless, the Right to a Jury Trial (in civil cases), the Right to Indictment by a Grand Jury, and the Right to Bear Arms remain unincorporated.
Anyway, I'm going to wait to see if .38 Special won't explain this issue to all of us before I go any further. |

Correct me if I'm wrong, but these types of bans typically are limited to handguns and assault weapons as opposed to all weapons in general, therefore not violating the constitution. |

I remember I was surprised when I saw that they have as many murders a year in cities like Chicago and Washington DC as they do in all of Canada. I think Chicago had 500 murders last year compared with about 600 in Canada. Crazy....not surprisingly, I hear Chicago PD is a really rough job to work with high turn over / burn out rates. |

Gun laws usually have an inverse relatonship with gun crime. Places with strict gun laws like Chicago, NYC or DC have high murder and armed robbery rates.
In some countries (Switzerland for one) males are required to own a firearm. Guess they are all wayciss, but no where near the murder rate in da hood. Maybe more gubmint funding an gubmint programs be da answer.

Dude, really? Come on. Murder rates shot up THEN those cities implemented gun control laws. And FYI, NYC has a very low murder rate. Last year it also set a record LOW for # of homicides in a year. DC's murder rate has also dropped siginificantly in the past decade. I will concede that those tight laws were not the only factor, or even the biggest factor. In the case of DC, I'd say gentrification would be (along with improved public gov't since the Barry days).
And for every Switzerland there is a South Korea and Singapore (i.e. very tight gun laws, hardly any murders). |

Handguns need to be registered. They just stopped registering new handguns in 1983. |
