1) I want to reformat a hard drive on an old laptop that's in Korean; then download an English version OS
it has an MSDos portal - if I just go there and type "c:Fdsk" will that do the trick?
it's also partitioned c and d - how do I make sure they both are reformatted as one drive? or can I do that?
2) then when it's finished, do I just copy the new OS over ? ok so I need a boot disk to boot up - then what? I'm planning on using an external to copy over the new OS, btw.

Pretty much.
Most os's have a tool on the cd that deletes partitions before installing the os. Windows XP, for example, has a screen that manages the disk and allows you to decide paartition sizes and delete partitions before installation. Backup all the files you want, then just wipe it out when you install the new OS. |

I remember that when I was installing Windows 2000, if I made a single partition on a hard drive (using Windows Setup), the partition would stop about 8MB before the "end" of the hard disk. This was by design -- something to do with dynamic disks, I think. I hated that, and being as anal as I am, before installing Windows 2000 I would boot off a Linux live-CD and partition the hard drive the way I wanted it under Linux, then run Windows Setup. I don't know that happens when you partition during a Windows Vista or 7 install, but I still partition the hard drive under Linux beforehand, out of habit.

I guess that 8meg is where the XP formatter installed too, it can'toverwrite itself and continue to function at he same time, and in the age of 1Tb hdds being pretty normal, I'd be happy to lose 8meg
google will have pretty good gides on doing this, its possible to do find step bystep screenshot style guides too, these hlp if trying toinstall even a Korean language OS and you only have english skills, fixed many a friends pc that way, |

Drivers, drivers, drivers...........unless you are re-installing with Windows 7 then you'll need the audio, video and LAN drivers for your laptop.
Go to the manufacturers website and save the drivers for your laptop on a USB........or install Windows 7 which will do all that for you. |

Not always. Its worth it to at least get your network drivers if you dont ahve easy access to another computer. That way you can still get online if W7 doesnt recognize your adaptors.
That being said, Windows7 DOES find most drivers. |

It wouldn't be Format, it runs completely in RAM when installing windows and doesn't need hard drive space. My guess is that either it created 8MB of swap space, a partition for hibernate, or maybe just didn't correct the full size of the drive correctly. |

No, as I said, the 8mb is left empty by design by Windows Setup in case you want to upgrade to a dynamic disk later (ie. RAID). See here:
