My soon-to-be wife and I want to fix up our apartment ourselves, which means stripping the ugly wallpaper and painting, sanding down worn tables and refinishing, and other tasks which require the use of power tools and painting equipment. I've seen one place near Shin nonhyeon station (line 9) in gangnam that rents equipments. It might be worth a try. It's close to that swiss cheesed building on the corner |

The odd hardware store (철물) will provide rentals, but in my experience you have to search them out. |
