You can open it. You should definitely open it because what if the FBI or state made a mistake and said you have a criminal record. You don't want to send that to your future employer. Someone I know opened it before sending it to Apostille Pros www.apostillepros.com for apostille.
I think things that you don't open are transcripts when they placed the seal stamp on the envelope, but that should only apply in U.S. But if you go overseas, they have different rules. So even for transcripts with the seal on it, you can open it if you use it overseas, unless they tell you not to. Something to remember when you're overseas, go by their rules.
The question is do your recruiting agency want the apostille on the CRC copy or apostille on the original? Most people opt to apostille the original. When you get the apostille, don't remove the staples though, that makes the apostille invalid.
