Getting that bike legal will be very hard or impossible without the previous owner's cancellation.

I feel I should clarify, it's not that it has no papers, as is the case with many bikes around. I do have the title, a scan of the previous owners ARC card (now expired), a copy of the previous owners flight for leaving korea, and a bill of sale from the previous owner. Hopefully these would ease the process of registering the bike. I just never bothered. The bother is why it's a 250cc motorcycle in good running condition for sale for 700,000 obo.

I'll take some pictures and upload them in the morning.

The previous owner has to cancel the bike, and if he is gone, people say it is extremely hard to get the gov't to work with you. Calling the foreign/tourist help line to contact your local gu office (if you don't speak Korean) could clarify things.

I was told by a local friend of mine that if you tell the gu office that it was given to you as a gift, not as a sale, it would be easier to register it as your bike.

Not sure exactly how that would work but he said thats how its usually done.

Could you post pictures of the bike? I'm looking for a 250cc mirage to replace my 125.

I live in Nowon, (Northern Seoul) but am happy to show the bike downtown.

I took care of the paperwork on Monday, involved alot of sitting around and waiting, only real snag was not having the bikes license plate, but having the papers I did, it seemed to work out. I was told they had to do some sort of plate check and I could have my bike fully registered today if I came back in... will repost in a few hours when this has happened...

Alright, I seem to have hit a catch 22 sort of thing with the license plate thing where the police won't let me declare the license plate missing unless I am the registered owner and I can't become the registered owner unless I have the paper from the police declaring the plate missing...

This may be an insurmountable wall for me (especially in the time I have left), if anyone wants it, right now its a 250cc motorcycle, no papers, 500,000W

yeah, common problem.

I did read once (on here I think) that a motorcycle dealer can help you "launder" the registration. Something about them buying it off you and then you buying it back off them.

So, OP, it might be worth taking the bike around a few shops and seeing what they will give you for it.

sounds like an excellent option, I sadly must leave the country pretty soon and am running around frantically trying to take cre of things, I'll try the gu office one more time, then try some shops, unless someone wants to buy a motorcycle quickly, it will be sold, given away, sold to a shop or scrapped by saturday morning...

the problem is that its not de-registered, honestly i think you have no options here. otherwise anyone could bring a bike off the street and have it deregistered and registered.

I had a bike once that came with deregistration papers, but didn't have any other documents. THAT was a big hassle, but i finally found a way to do it, tho it was a bit pricey.

But having a bike which is still registered under someone elses name? I don't think any one can help you with that.
