Taiwan - driving & camping from Hualien to Kaohsiung

Hi! Just wondering if anyone has had extensive experience in Taiwan and could help me out with these questions. I'm going to be in Taiwan from Dec. 5-13. I'd like to rent a car in Hualien and drive along the east coast to Kaohsiung. My questions are:

1) Is it permissable to set up camp anywhere or should I stick to designated campgrounds?

2) Do you know of any car rental agencies - with some English services - that operate (or have branches in Hualien) and that will allow drop-offs in another city (specifically pick up in Hualien/drop off in Kaohsiung)?

3) Where to buy English road maps in Taipei?
