I can never access my US BANK account for a few hours.

i use paypal everyday, generally between 8am and 12pm though i also use it at other random times. never had a problem like you describe. I have on the other hand noticed banks in both Korea and the U.S. don't work at times late in the night.

I have been in Korea just over two months and have not needed to use my credit cards even once. (That's after an adult life of using them almost every day).

Last week I tried to make an on-line donation using paypal. I have two credit cards and paypal would not process with either one, although I tried more than once with each credit card on that occasion.

I plan to try again sometime soon and will try to remember to report on how that goes.

It did not occur to me that the failure to process might have something to do with the time of day.
