When you drink alcohol, it is converted into a substance called acetate in the liver. Acetate, in turn, replaces the burning of fat/carbohydrate/protein as your body's source of energy. It doesn't entirely replace it, but it adds another fuel, as it were, and less of the others are burned. Unless you're one of the lucky few who is able to combine drinking regularly with eating less, weight gain is inevitable.

http://www.drinkingbeer.net/BeerArticles/The_Beer_Belly.php5

"Another BBC article on The Beer Belly seems to get to bottom of the issue. It appears that the Beer Belly can be attributed not to drinking beer, but to drinking a lot of beer... quickly. A study found that binge drinking can contribute to an "Apple-shaped" figure. So if you drink 10 beers, 2 nights out of the week you will get a Beer Belly. However, if you drink 2 beers, 5 nights out of the week, you won't get a Beer Belly."

Regardless of how you get a big gut, here is a good way to get rid of it:

Check out what they say about a flat stomach coming not from strong abs but from a strong transverse abdominus(TVA).

Are you epileptic?

Just read that last article and that seems like a pretty radical approach to weight loss, with a fair number of adverse effects, especially if done long-term. And it is not mentioned as a form of weight control, just as a treatment for epilepsy. Curious here.

No, I do it to maintain a certain body fat percentage. Your body actually prefers to use the ketones and burned fat instead of carbohydrates. Combined with weight lifting it's an excellent and easy way to stay in shape. The only adverse effect I can think of anybody ever having is not getting enough fiber. That's about it.

Perhaps, although as others have noted, alcohol in general slows down your metabolism and hard liquor is very high in # of calories.

"beer belly" is the biggest misconception. Beer is empty calories. Its the late night fatty food you eat with and after drinking that gives you the belly. If you are regularly active and avoid the fatty foods you'll be fine despite how much you drink.

I got one without even drinking beer!

All you have to do is walk 20 miles after a late night of drinking and eating anything you want. 20 miles. It's not so bad if you think about how many calories you burn. And walking is good for you as well.
