I rang immigration yesterday. You need to still get the documents, but a new visa can be processed without them as long as you have proof you are in the process of receiving them. The person I spoke to said that when I received the documents I need, I would have to present them as soon as possible at my nearest immigration office. |

Ah, and the hearsay continues! It would be nice if we could get a final answer on this:
Head of one province says the changes are being delayed one year.
Ministry of Education says changes are being delayed on year.
Some guy at immigration says the changes are not being delayed, but some leeway will be given to those waiting for their documents to arrive.
Sooooo? What will it be? |

If there was a change I'd give it a while till it filtered down to the drones working at immigration. |

As usual, confusion reigns supreme. Sounds like Immi is going to be flexible for the foreseeable future. They probably got tired of getting yelled at by hundreds of Hagwon owners screaming bloody murder! |

Back home gov't workers gesture "Talk to the hand" and really don't give a two hoots how inconvenient the law or policy is. One point for SK for respecting social harmony and being willing to bend rules and laws! |

^^^ Back home, our laws are generally well laid out and confusion is avoided.
I just can't imagine Canada having a policy towards, say, the Chinese, then having Canadians write these policies in broken Mandarin then having thousands of Chinese running around confused.
There are lots of good things about Korea, but there's lots of puzzling things as well. |

In the US our bureaucracies are just as screwed up. Try selling a car across state lines. Get involved in the legal system. Try calling the IRS for advice on their forms.
In the 20+ countries I have visited, surprisingly, only China seemed straight forward. They were harsh, but straight forward. |

My hogwan owner phoned over to the Korean Council for University Education (KCUE) to find out how to verify my degree and apparently they are overwhelmed with verifications. They are not taking any new applications for the near future. We were given no definite date when they would resume.  |

From what I have been told, both Immigration and the Ministry of Education are saying that the changes will be delayed one year. They are saying that the official documentation of this has not yet been spread to all of the offices throughout the country, and that this is the reason for the current confusion.
We'll see.........haha. |

I was wondering about this. 10,000 degrees will be sitting on the desk of KCUE. Do they have the manpower for this? Obviously not.
Won't surprise me to hear Immi say "we're returning to transcipts." ... and all those who spend 60,000 to get their degrees notarized by KCUE will have done so for nothing. |

In other words, the've realised how impractical and stupid the legislation is and will quietly shelve it after the dust settles. After having jerked everyone around on a whim and caused everyone massive expense and inconvenience.
Korean immigration is more incompetent than the border checkpoint into Somalia. |

The decision-making process of Kimmi is so similar to almost all Korean organisations I have dealt with or heard of:
1. Decisions are made by the head office or leaders with little or no real consultation with affect parties either within or outside of their organisation.
2. Managers more often than not have no experience on the "shop floor" so there is a serious mis-match in expectations, knowledge and understanding within the organisation. Who has been in, or had interactions with a Korean organisation where you go up the chain to get the call from a manager on a situation and they have absolutely no idea what to do. Its because they never 'did their time'.
3. Koreans are deadly opposed to discretion or any system which allows front line staff to make decisions. This is because corruption is rife and it is the people higher up that practice corruption the most. University admissions processes and Government recruitment are done almost exclusively by multiple choice exam because any other method of recruitment invites corruption by those in charge or admissions/recruitment. Back to immigration and they were probably loathe to back down from any official paperwork system since any other method might involve the dreaded word - discretion - from frontline staff. |

I wouldn't be surprised if they changed them, yet again. I know that the KCUE is no longer accepting applications. Which is just great!
Anyways, I'd get the docs anyways just in case. |
