There are a few small, elite English hogwans that put education first, are well respected among parents, never advertise and always have a waiting list of students.

You probably know everything about this business. Why not start a school yourself, you'll have all the teachers wanting to work for you, now, all you need are students ....

I don't know anything about running a hagwan business, nor do I want to. I'm speaking purely from the point of view of a potential parent sending my kid to one, or a teacher wanting to work at one. Personally If I was a Korean parent and there weren't any schools around like the one I mentioned I'd teach myself English and teach my kids myself at home.
