I posted this over on the AFEK forums and figured I would ask over here as well. Maybe someone else (ttompatz teacher?) can offer some insight........

First a little background information. I came to Seoul in September 2008 from the United States on an E-2 visa. I applied for the E-2 using a "local" CBC (not a state or FBI). I was working at a hagwon in Seoul, then renewed for another year in September 2009. I didn't need to give a new CBC.

In March 2010, I got my F2 visa. I didn't need to give a new CBC then either. In September 2010 I started working part time at a hagwon in Seongnam. They eventually took me in for a full time position. In February 2011, I renewed my F2 for another year and didn't need to give a CBC.

Now for the question..... My hagwon notified me tonight that I was never "officially registered" at the Seongnam Education Office. I don't know what that means, but they told me I need a CBC from my home country (USA).

I would prefer not to get one because it takes a long time and can be expensive. I also don't have enough time to be running around getting fingerprinted and mailing stuff (I work 9am-9pm).

Is this necessary?

Not legally required. The office of education wants to see a copy of your degree to complete the local registration.

They may want a copy of your Korean CBC.

They do NOT need a copy of your US CBC.

They are still claiming that a national level check is needed. I am going to have my wife call tomorrow to ask about it.

Would the laws be different for different cities?

Is there an English speaking number I can call for the Seongnam Education Office? I visited the website, but couldn't find anything.

My wife just got off the phone with the Seongnam Office of Education. They told her that a national check is needed from my home country even though I have an F2 visa. If I don't get this done, then I can't register, and it is illegal (for me or the school, I don't know).

I have never had to do this before and I just picked up part time jobs at 2 different schools.

What's up with that!?!?! My school already said that if it is in fact needed, they don't want to wait for it to be processed. I guess that means it's time for a new job!!

Then it is a new "employer" requirement (probably made up as they go since Kimmi usually deals with it for foreigners (e2s).

Just cross the city line to the Hannam/Gwangju school district.

They are always looking and it is only a short commute from Seongnam (I worked there and lived in Seohyun - 30 minute commute unless it snowed the night before.

Do you mean to look for a new job there, or register at another office? I assume you mean the first.

I posted the same thing over on the AFEK board and someone there mentioned calling the Seoul Education Office and checking out what they require. If they don't require a national check, then mabe they can explain the rules to the Seongnam Office.

I am not sure this will work, but I told it to my boss and she can call if she feels like it. I have a feeling that the Seongnam Office will just hold their ground and say that they are right.

Honestly though, it doesn't matter to me what happens. I am very comfortable and happy here, but the commute really really sucks.
