Does anyone know if the FBI will send your completed background check to the Department of State for the apostille?

you have to send it yourself after you get the CBC from the FBI - when you request the CBC you have to add a cover letter asking for it to be authenticated...then you mail the authenticated CBC to the state department

Yeah, you have to get it back and send it to them. Sucks, but at least you'll know 100% that you're getting a clean records check apostilled. Plus, you have to send them a cashier's check, an application and a self addressed stamped envelope with it. The info should be on the Dept of State website.

oh man, I sent in an FBI CBC request without any sort of cover letter - do I have to send in another one? Anyway I can just contact them?

*Edit* called them and found out. Yes, you do need some sort of letter, but if you forgot it like I did they will let you fax a request to them.

The $8 payment to the State Department doesn't have to be a cashier's check. They will accept a personal check. The FBI, however, WILL NOT accept personal checks.

How long does it typically take to get your form returned from the Dept of State? I sent mine almost two weeks ago, I heard its a quick turnaround.

I got my CBC Apostille back in 8 days.

Did you supply the Department of State with a prepaid air bill? If not, their web site does indicate that a failure to do so might delay return.

Yes I included a prepaid air bill......I would imagine it should arrive any day now. I wonder if its worth calling tomorrow although I don't know if they will be able to help.

So when we include the cover letter for the seal and the signature, we are basically getting the background check notarized, correct? I hear both notarized and authenticated being thrown around in the forums and from friends...

Already a thread on this. It's a sticky: New E-2 Guidlines.

http://forums.eslcafe.com/korea/viewtopic.php?t=104249&postdays=0&postorder=asc&start=1020&sid=da3dbf8d1dcbe01ed17665e793260a13

Here was the most helpful post I found on that thread (page 69, 5th post down, melirae1976):

I'm going through this now, so I'd like to offer what I have found through phone calls to the FBI and talking to the office in my state that issues apostilles (this is for Americans). I'm renewing for the third year and I need to submit both my apostilled diploma copy and my apostilled FBI check because my visa expires after 1/1/2011.

An FBI check can be done from here, but give yourself a lot of time (like 12 weeks) and plan to spend a bit of money sending things FedEx because you want to be able to track it! http://www.fbi.gov/about-us/cjis/background-checks/background_checks has all the forms you will need. There are links on the right side of the page. Make a few copies of the Standard Fingerprint Form to take with you to get fingerprinted in case one of them gets smudged. I went to a police station here and they did the prints for free.
The above website also contains the address of where you need to send the fingerprints and application once you have completed them. It is suggested to send them FedEx or DHL so that you can track them. Also, make sure to request that the copy of your background check is authenticated by the FBI so that you can send it to the US Dept of State for an apostille. Explicity state this on the application to save yourself the delay.

Obtaining an Apostille on Your FBI Background Check
Once you have received a copy of your background check, it then needs to be forwarded to the US Department of State Office of Authentications. This is the only office that can do it- your FBI check cannot be apostilled at the state level because it is a federal document, so you must mail or hand deliver your document to the Authentications Office. The FBI will not send your background check to another federal office.

Yes. The seal and signature (authentication) is the same as notarization. You don't have to get it notarized once you get it back, you can just immediately send it off to the Dept. of State with the required docs and check.
