I'm sure poverty plays at least some role. Global statistics which compare poverty to crime-rate (of which plenty have been provided on these forums) strongly imply that it's not a stand-alone answer though; even once poverty is corrected for, a discrepancy remains.

Doubtful. Blacks have plenty of opportunity in almost any field. As the old saying goes, though, you can't force the horse to drink. No amount of scholarships, preferential admissions, preferential hiring, and laws custom-tailored to give competitive advantages can force someone to take advantage of them.

I'm not sure that statistics reinforce the idea that impoverished whites are not any better, but they certainly are not substantially better.

I've had moderate interaction with participants in urban black culture, and my younger brothers have had quite a bit more, and I see far more at work there than simply a lack of hope. A set of actively dysfunctional values seems to be at work, and only the holders of those values can correct them. There is certainly more at work here than a lack of hope. |

According to legal precedence and how mixed children were treated, yes he is black. You might not consider him "black" culturally, but for all political and legal purposes he is black. |

The problem is that the urban blacks move to smaller communities and I have to be around them.
Never thought I would feel this way but I do.
