You generally need some collaborative project in order to contextualize language use. In my opinion, it's not all that effective for low-level adult learners who need more structured input.

 The dictation activities mentioned were prepared by Dr Andrew Finch  He has a PHD from Cambrige University in applied linguistics. He also teaches at Kyoungbook University. He has writen numerous online textbooks.  The actual dictation activities are just one component to the textbooks. There are also follow up activities where the students describe the situations in the pictures. His teaching phylosophy entails making the students more autonomous.

I still wouldn't agree that dictation is sound speaking/reading/writing practice, or that it is in itself an example of what is normally considered TBL.

 You're obviously not familar with Andrew Finch. His material is available on the TESL journal under things for teacher plus on finchpark.com.
 His Dictation activities only represent one ofmany activities he uses
 
 There would be a least a few things you would approve of. That would also constitute task based learning.
