Why would a university not want to hire any NET's?

d. Not impressed with the current crop of people who are applying for positions.

Could be one or more of many reasons.

Could so do with university policy and visa issues. Universities are not used to dealing with visas as well as hagwons/public schools are.

In addition there is no real need to have NETs at some universities once the mandatory amount of 1st year English is taken care of. I know some people who teaching a listening class to 100+ students. With class sizes like that you don't need many instructors. Also, Korean part time instructors may be cheaper than full-time NETs.

If the department is concerned with literature and not language, then they wouldn't. When I checked on a few universities, they had all Koreans in the real (academic) English department and a mix in the language section.

That doesn't make much sense to me either - in two ways: 1. If English communicative ability is being pushed by the society, and it is, then you'd want exposure in the literature deparmtne (and others) too. 2. Foreign teachers are going to be more culturally intune with the literature. They will bring inherent understanding to it that Korean teachers can't.

That doesn't mean Korean profs aren't or can't be great teachers of American or British literature. It does mean that profs who grew up in those nations will have a natural advantage and bring something unique to the classes. So, I would consider hiring a literature prof from the nation whose literature he is going to teach.
